The Texas Capitol Complex Master Plan reimagines the Capitol Complex as a destination that celebrates the Capitol and centralizes all state agencies. Phase One is currently underway. Kirksey is the Executive Architect for the 1601 Congress Avenue Building and the Underground Parking Garage and Pedestrian Mall as part of Phase One of this development.
 
The Texas Mall will be a tree-lined, pedestrian-oriented civic space and cultural gateway to the Capitol Complex. Located between 15th Street and Martin Luther King Jr. Boulevard, the activated promenade links a new museum district to the Capitol grounds and promotes connectivity. Below the Mall, is the five-level underground parking garage to support the Capitol Complex and tourism.
 
Page/ is the Master Architect for the TFC Capitol Complex and Balfour Beatty is the Construction Manager Agent.
