Texas Capitol Complex 1601 Congress Tops Out

Kirksey Celebrates 1601 Congress Avenue Building Topping Out Project Milestone

AUSTIN, TEXAS – Texas Facilities Commission held a Topping Out Ceremony for the new Capitol Complex 1601 Congress Avenue Building on Thursday, March 11.  The Topping Out Ceremony is a construction milestone which celebrates completion of the vertical construction of the building and the hard work of all team members. The building is part of Phase One of the Capitol Complex and is designed by Master Architect Page with Kirksey Architecture as Executive Architect and White Construction as the general contractor. Kirksey is also providing Interior Architecture, Sustainability/LEED, and Branding, Graphics, and Wayfinding Design Services. 

The new 416,000 square foot facility serves as one of two new office buildings designed to house various state agency staff. The new offices will help consolidate staff who have been located throughout different areas of the city. This consolidation drastically saves tax payer money on leases, increases efficiencies and allows easy access to various departments. The project provides value through savings and increased jobs while serving as an iconic part of the Capitol.  

1601 Congress Avenue Building is a 12 story office building with five floors of underground parking.  The building includes a childcare facility for 200 children, wellness center, and conference/training center. The modern office design is open and flexible to promote an agile workplace. 1601 Congress is part of the larger Capitol Complex master plan which reimagines the Texas Capitol and centralizes approximately 22 state agencies. The Capitol Complex is also a space that celebrates the story of Texas through pedestrian friendly streets and public open spaces.

“This project is a result of a very talented group of design professionals working together to develop this project, working side by side with Texas Facilities Commission, Balfour Beatty, Page and White Construction,” stated Executive Vice President and Director of Government Projects Benito Guerrier during his remarks at the ceremony. 

To date, 1601 Congress Avenue Building includes over 208,000 construction work hours and 25,902 cubic yards of concrete. The total construction schedule is estimated at 27 months. The Capitol Complex Phase 1 was approved in the 84th Legislative Session. Kirksey is also currently working on the Underground Parking Garage & Pedestrian Mall, which is under construction as well.
